It's basically to add extra behavior on Windows on top of shutil.which:

  1. It has exts parameter to override PATHEXT
  2. It falls back to App Paths registry path as a last resort

But per my reading nobody really depend on either behavior, except util.configure uses it for Win95, which is a totally unsupported platform in 2024. So I think it should be safe to remove it and just use shutil.which directly.
