1939958 - Merge menus.xul, popups.xul and scripts.xul into chatzilla.xul

At the moment menus.xul, popups.xul and scripts.xul overlay chatzilla.xul but I see no reason for this, so let's just merge into chatzilla.xul
Just a straight copy apart from removing flex="1" from the main-toolbox
