1940112 - "Open Group in New Window" should directly restore saved tab groups into a new window

This functionality is supposed to be available in the tab overflow menu (TOM) when you have a saved+closed tab group listed there. Right-clicking on the menu item gives a few options, including "Open Group in New Window." The expected behavior is to have a new window whose only contents are the reopened saved tab group.

There is currently support for reopening a saved tab group into an existing window (SessionStore.openSavedTabGroup) and for moving an existing opened tab group into a new window (Tabbrowser.replaceGroupWithWindow). It should be possible to chain these together in order to open a saved group in a new window, but it would be simpler + look better to users if a new window appeared and it directly received the reopened saved tab group.
