I can reproduce the issue on Nightly136.0a1 Windows11.

And setting mage.decode-immediately.enabled to true will fix the issue.(Browser restart required.)

This site is removing an img, and inserting a new img in it's place with a new src to animate. I don't think I've seen that method before.
