Since there is no clear timeline to ship cookie banner handling to release we've decided to disable the feature in pre-release channels.
If users still want to use the feature they can re-enable it via the prefs cookiebanners.service.mode and cookiebanners.service.mode.privateBrowsing.

[Suggested wording]: We're disabling Cookie Banner Handling by default in Private Browsing in Nightly and Beta. You can turn the feature back on via the cookiebanners.service.mode and cookiebanners.service.mode.privateBrowsing prefs.

Note that this never shipped in release so this note is only relevant for Beta and Nightly.

Added to the Fx136 nightly release notes, please allow 30 minutes for the site to update.
We will also copy this to the Fx136 beta release notes, but will not include it in the final Fx136 release notes.
