Steps to reproduce:
Firefox should either be freshly installed or a new profile should be created.
Remove the default shortcuts already present.
Uncheck the option to show sponsored shortcuts while leaving the option to show shortcuts checked.
Actual results:
The add shortcuts option in new tab is missing when show sponsored shortcuts option is unchecked. Its visibility seems to be dependent on the sponsored shortcuts option.
Expected results:
The add shortcuts button should not be missing in new tab unless that option has been unselected.

Hello! I can reproduce this with Firefox 135.0 and 136.0a1 (2025-01-29) on Windows 10x64 and macOS 12. It seems that the behavior was changed with bug 1877465. I will set it as the regressor since a new shortcut can be added after removing all shortcuts. Feel free to remove it if you feel otherwise. Thank you!
