example.com -> iframe src=example.net

What if example.com receives the clear-site-data header:

• should iframe data of example.net be cleared? -> unlikely, because we don't know yet that there is an iframe within the page.
• it shouldn't affect non-iframe cache of example.net (https://github.com/privacycg/storage-partitioning/issues/11)
• if example.net within the iframe clears. only the partition of example.com is affected
