"New tab" in group doesn't show up when reopening tab groups

Steps to reproduce [can add screenshots or video recordings for reference]:

  1. Create a tab group with "New tab" in a group and include other tabs that isn't "New tab"
  2. Save and close group
  3. Reopen the tab group in the TOM menu

Expected behavior [What should have happened?]:
Tab group should reopen with all tabs visible that were last in the group (including New tab)

Actual behavior [What actually happened?]:

Opens tab group but leaves out "New tab"

Follow-up to this, if you create a tab group with ONLY "New tab" the tab group doesn't open at all

This is working as intended per the linked bug 1937856. In addition the "save and close" menu option is now disabled if the group only contains non-saveable tabs. Should we close this?
