1941467 - Allow Scotch Bonnet pref to control whether Persisted Search preference control is visible

Since Persisted Search will be unlocked alongside Scotch Bonnet, the Scotch Bonnet preference should control the visibility of the option to enable or disable Persisted Search.

Additionally, I propose removing the Nimbus feature for Persisted Search terms, as there are no further plans to run experiments solely on that feature.

I've retained the old feature-gating preference to account for users who may have it enabled in Release builds, given that the Scotch Bonnet preference is not yet enabled by default.

This fix was covered and subsequently verified by the Search Term Persistence QA-2545 feature run during Scotch Bonnet sign-off.
