When modifying the task date, UI adjusts ending time for daylight savings (DST) even when time set as UTC

Steps to reproduce:
- Create a new task in the month of January, one week in duration, with a start and end date specified in UTC.
- Save the task.
- Reopen the task and change the start date to one in April. (Note that daylight saving in the USA begins in March.)
Actual results:
The UI adjusts the end time to one hour earlier, as though the duration changed due to daylight savings. (Bug occurred in system locale of Los Angeles (Pacific) time, which IS affected by daylight savings.)
Expected results:
The end time should have remained the same because the times were specified in UTC, which is unaffected by daylight savings regardless of the local time zone.

This issue has been around since the dawn of time - no pun intended :)
On Sunday 30th March Daylight hours alter.
In the UK the clocks go forward 1 hour at 1am on the last Sunday in March
So at 1am it suddenly becomes 2am.
It has always been an issue and there are a few reported bugs on this over the last 17 years.
It is the same in 128.8.1 esr and beta 137.0b3 - see image as example.
Both events set for identical start time = 10am
But the one on the 30th looks like it's wrong when viewing for a future event.
SAme issue whether Task or Event.
Please note the same type of issue occurs in October when clocks go back one hour. This a twice a year issue when events look out of sync until the day of clock alteration.
