Currently the minimum requirement OSX version is 10.15, H264 HW is supported from 10.6 so it can always be
decoded in HW and no need to check it.
In addition, for VP9 and AV1, we just need to check them in the initialization, and then check the cached
value, no need to create a decoder everytime.
