1941945 - Remove the pref `media.wmf.hevc.enabled` and create a new general pref to control hevc on all platforms

We've enabled HEVC playback by default on Firefox Windows on Fx134. Once this feature becomes stable enough, we can remove the pref used for HEVC, and make it always enabled.
