This seems like it'd be sensitive to both WGPU and the platform it's running on. On latest Nightly on my M1 MacBook Pro, I'm getting a rate of 159,067 per second with Firefox (a couple of orders of magnitude faster than OP's slow result in Firefox), and 6,301,538 per second with Chrome Beta (pretty comparable to OP's fast result in Chrome).
