A resolution was made for csswg-drafts/#9141.

[css-values] A way to dynamically construct custom-ident and dashed-ident values

  • RESOLVED: Adopt ident() function into css-values-5

Bramus notes that the spec edits here are done:

There still is the open issue of https://github.com/w3c/csswg-drafts/issues/11424 which I would like to resolve on soon (at the upcoming F2F, preferably).
