Steps to reproduce [can add screenshots or video recordings for reference]:
- Create a tab group "Shopping" in Window 1 (ensure there are other ungrouped tabs on the tab strip) and save and close it
- Go to Tab groups in the TOM menu
- Right-click on "Shopping" and select "Open group in new window"
- Go back to Window 1 and right-click on "Shopping" in the TOM menu again
Expected behavior [What should have happened?]:
"Move tab to New Window" should be disabled since it is already in a new window with no other tabs on the tab strip
Actual behavior [What actually happened?]:
"Move tab to New Window" is not disabled so it closes the window and reopens another new window
