1942384 - At startup, profile selector cards don't show delete or edit buttons

The profile cards in the profile selector window are missing the edit and delete buttons, only when launched by starting the application (not from clicking 'manage profiles' in a running Firefox window).

Discovered in today's nightly, and because of bug 1942295 only reproducible when launching without the -P argument.

The profile cards are still clickable, so users can still launch profiles--it's not a total blocker to using the feature.

STR:

• Download and install a new duplicate copy of Firefox Nightly
• Start the duplicate Nightly and create a second profile
• Close both profile instances
• Start the duplicate Nightly again

Expected: The profile selector window appears with all buttons visible

Actual: the buttons are hidden (see attached screenshot)

Turns out some of the reusable components are already loaded in memory in normal circumstances, but in early startup, we need to explicitly import them.

Reproduced the initial issue using Nightly 137.0a1 (Build ID: 20250215092323) on Windows 11.

Verified as fixed using Firefox 137.0b2 and Nightly 138.0a1 on macOS 15 and Windows 11 - at startup, profile selector cards, properly show delete or edit buttons.
