Steps to reproduce [can add screenshots or video recordings for reference]:

1. Create a tab group "Cooking" in a new window
2. Open another new window and go to the TOM menu and right-click on the tab group "Cooking"

Expected behavior [What should have happened?]:

The context menu ordering should be consistent between Opened and Closed tab groups

Actual behavior [What actually happened?]:

Opened group context menu

1. Open Group in This Window
2. Open Group in New Window
3. Delete Group

Closed group context menu

1. Move Group to New Window
2. Move Group to This Window
3. Delete Group
