Noticed that verifyRecommendedExtensionsListTest UI test was sometimes intermittently failing.
Did a status check here and the UI test was flaky 3x
It seems that sometimes the disabled extensions onboarding ("You have extensions installed, but not enabled") is being displayed instead of the normal extensions onboarding ("Make %s your own"), and no recommended add-ons are being displayed.
Not sure why this is sometimes happening, we aren't installing any extensions in the UI test, just verifying the "Recommended" section items.

This seems like a weird dialog that users might see on first launch, although I can't reproduce locally. Probably worth tracking?
