User story
I can drag the icons of tools and extensions in the sidebar to reorder them within the sidebar tools area.

Acceptance criteria
Tools order in the Customize toolbar menu is independent of the launcher order, and does not get updated as I reorder tools in the launcher.

Summary: Drag tools to reorder → Drag sidebar tools to reorder

Isn't this accomplished by right-click (in the toolbar) -> customize toolbar, then holding ctrl/cmd (windows or linux / macOS) to drag-and-drop the icons in the order you need?

If not, maybe I'm missing a more specific description of the issue?

No, this is in the new sidebar which is why its in the Sidebar component :)
