Some tasks can't be retriggered because they are "retrigger: false"

Context:
With Perfcompare we implemented a button to easily retrigger tasks.
But that doesn't work with some tasks, such as build_related tasks.

Here is an example:

The retrigger process works fine, but then nothing is retriggered.
The problem is that these tasks are retrigger: false, and need to be retriggered differently.

But... maybe we don't want to make them retriggerable. In that case we may want instead to disable the retrigger button with some message. To do that we'd need to have this information, that comes from the job itself (see eg https://firefox-ci-tc.services.mozilla.com/tasks/VtqWVZEnRzOQJ8qcahdLjw/definition, at the bottom, in tags.retrigger), ideally coming with the results data. So this would mean some server-side work, and even possibly database and ingestion work.
