Figma design spec showing correct hover styling
The current hover styling for profile cards can cause flashing and doesn't match the Figma spec. Update the hover styling so that hovering on the card and hovering on the card's interior edit/delete buttons matches the design.

Reproduced the initial hover issue using Nightly 137.0a1 (Build ID: 20250203211456) on Windows 11.
Verified as fixed using Firefox 137.0b2 on macOS 15 and Windows 11.
