Details

I am not exactly sure when this started, but it has manifested in Beta and Dev 135, but is not happening in 134 AFAICT (we had some 134 point releases and the update notification (auto-update is disabled) didn't reappear - although I do close FF reasonably frequently, so Maybe I just didn't notice it)

Stable, Beta, Dev are all set to Check for updates but let you chose to install them. So when I see a notification and wish to update, I usually go to the Menu>Help>About Firefox dialog (or I could ok via the notification in the Menu) as I like to know what I'm updating to (I do a lot of testing for $reasons, this is not about not wanting to update)

When we get the dialog button Restart to Update Firefox (or in the Menu I guess), I click it. However, this is never applied now. Upon restart from the dialog button (or menu item I guess), the browser does not update - I go right back into Menu>Help>About Firefox and the Restart to Update Firefox button is still there. And I know it absolutely hasn't applied any actual updating because in Beta (because it's a portable version) I do not get a Windows prompt to allow the program update to run

What does make the update actually happen, is Exiting the app and it is applied next app start. What else would you like to know - background updates are disabled as well, but that only applies to automatic updates

to add: doesn't happen in nightly
