Often flaky and failing on Firebase network issues, the top sites tests could use mocking where it’s appropriate.

Some recent changes to the API used (https://bugzilla.mozilla.org/show_bug.cgi?id=1937447) could change the stability of these tests soon. I will wait to see how it works and get back to this.
