There is now a mozillavpn-1/win11-a64-24h2-builder worker pool (https://firefox-ci-tc.services.mozilla.com/worker-manager/mozillavpn-1%2Fwin11-a64-24h2-builder), that should be suitable for PRs. Let me know if you hit issues, or when you're ready for production (we'll still need to add the level 3 pool, leaving this bug open until then).

Hey :jcristau we have made some progress on the aarch64/arm64 builds on Windows and I think we are now at a point where we will need to get level-3 workers ready.

The PR we have on the go is https://github.com/mozilla-mobile/mozilla-vpn-client/pull/10891 which aims to add an arm64 build to the VPN project. It seems to be working great in PR using the level-1 workers, but we know that it'll fail once we merge it to main without a corresponding level-3 worker pool.
