This can be done like this: https://searchfox.org/mozilla-central/rev/a965e3c683ecc035dee1de72bd33a8d91b1203ed/browser/extensions/formautofill/background.js#9-15
We'll also want a way of exposing a way for the AboutHomeStartupCache to be cleared when an update is made available, and to basically uninit it / pause about:home startup cache regeneration until the next startup.
