1944621 - Add Date.parse Telemetry

As can be seen from the dependencies on Bug 1274354, Date.parse has been a consistent source of web compatibility problems. Ideally, no one would use it, but it seems like people still do. Hopefully, when Temporal is widely available, we'll see use go down.

Adding some basic use counters will help us see how widely Date.parse is still used on the web, and track this usage over time. I'd like to add use counters for Date.parse calls, as well as for how often Date.parse enters implementation defined parsing.
