Help windows prevent navigator window from being on the top

When going Help-->Help Contents, a Help window pops up.
If you click on the top bar of the original navigator window, 
the navigator window won't be on the top. 

If I close the Help window and create anohter browsing window
by File-->New-->Navigator window, I can switch two navigator
windows by clicking on their top bar.

Reproducible: Always

Steps to Reproduce:
1.Launch a navigato window
2.Go to Help-->Help Contents on the navigator's top bar, it will
  creates a Help window
3. Now, click on the top bar of the navigator window. The navigator
   window would be on the top, it still is behand the Help window.



Expected Results:  
When click the on top bar of any window, the window should
appear on the top.
according to bug 136647, the help window is supposed to block all other mozilla
windows, by staying on top of them. I think that "feature" really ruins the
usefulness of the help window, but that's how it's designed to work. 
Resolving as dup of bug 99284.

Hey okay this is NOT a duplicate of 99284!
Bug 99284 is about the inaccessability of other Mozilla components while help
window was open. Now that seems solved, but that is not what this bug was about!
This bug oppose bug 136647 and wanted to restore the supposed old help behaviour.
The bug should be set as invalid, as the referred behaviour is not incorrect.

In any case I'll file a new bug to implement a way to switch off/on the always
on top behaviour.

P.S. By the way if duplicate is used badly it makes a tremendous mess (it took
me two hours to unravel this jungle of bugs reports)
This bug should be set as INVALID. It's not the same as DUPLICATE. Anyhow I
posted a Bug 216426 which asks for a switch between the two help behaviours.
