Reason for revert: Caused Stability issues b/394278536 and b/394270222

Original change's description:

[Editing] Resolve styles during serialization

Resolving styles as part of serialization when generating html on copy
of a selection. This ensures css vars present in CSSPropertyValue set
are calculated.
