Fix /downloads/test_download_pdf_from_context_menu.py on Windows

This is failing in CI. I marked the test unstable so we can get PR's to pass CI.

Blocks: 1935159
No longer blocks: 1934609

I removed the unstable mark per Ben's request. However, this test should still be investigated and stabled up.

This passes consistently in CI now, not sure what the previous issue was.
