bug 1946507 noted that changing messaging config with json but not other parts like css or js/telemetry/logic could be too limited, so train hopping could potentially help

will monitor bug 1938456 and generally bug 1938448, but chatbot or new ai functionality probably isn't a good fit for train hopping at this time with new UI wanting strings. more backend changes like swapping models could be better handled by remote settings / nimbus variable configurations or other more targeted off-train capabilities that don't involve as much current release complexity
