The online scenario initialization path is outdated and we haven't used it in years. If we need to experiment again with making Merino opt-out instead of opt-in, we should use the relevant individual Nimbus variables including quickSuggestDataCollectionEnabled.

This builds on D237170. Like that revision, I kept this one small and focused to
make the changes easier to see. There are opportunities for further cleanup that
I'll work on in follow-ups.
