We haven't used the quickSuggestScenario Nimbus variable in years and the way it's implemented is outdated. These days if we want to experiment with enabling certain suggestions or Merino, we should use the relevant individual Nimbus variables like quickSuggestSponsoredEnabled. Let's remove quickSuggestScenario.
