This was implemented in bug 1521723 (plus a couple of quick followups), and seems to have safely stuck on Nightly, so I'd like to go ahead and enable the pref for release channels as well.

Added to our 137 beta release notes with this wording:
Support for the hyphenate-limit-chars property is now available. This property enables authors to have greater control over the use of automatic hyphenation.
Adding the relnote flag and keeping it open until we ship to the release channel.
