With a new profile, if you navigate to about:preferences and enable Vertical Tabs, the sidebar launcher is collapsed when it should be expanded by default. If you then toggle off Vertical Tabs and then re-enable it, you'll see that it does expand the sidebar launcher by default as expected. So it seems this is only an issue when initially toggled.
STR:
With a clean profile, navigate to about:preferences
Find the sidebar / vertical tabs settings
Check the Vertical tabs options
Notice the sidebar launcher area is collapsed rather than expanded

This looks to be fixed by bug 1944910 which hasn't landed in central yet.
