See the testcase. Notice that if the transparent layer doesn't not have the style position: fixed it works.

I should mention that this isn't exactly a duplicate of bug 126263 but the fix for bug 126263 will fix this bug too.
My fix for bug 126263 fixes this bug. However, you will still notice something surprising; the transparent layer lets you see the listbox scrollbar, but it won't let you click on it because the transparent layer gets all the events.
