STR using Nightly 137.0a1 (2025-02-12) (aarch64)

  1. Create about 35 tab groups
  2. Open the TOM menu to see the Tab Groups section at the top and a "Show more" button
  3. Select "Show more"
  4. In the Show more menu (see screenshot) you'll see 29 groups visible (in my case)
  5. The menu is not scrollable to show the remaining groups that are off screen

Expected:
The Show more menu should scroll to display all the groups in the list

Reproduced the issue with Firefox 137.0a1 (2025-02-12) on macOS 14.
The issue is verified fixed with Firefox 138.0a1 (20250304213504) and Firefox 137.0b1 (20250303103151) on macOS 14, Windows 10 and Ubuntu 22.
