As it says on the tin.
Makes it tricky to perform folder compaction on anything other than the 'live' DB and mbox for a folder.
Over in Bug 1925117 I want to perform compaction upon a safe, isolated copy of the live DB, opened via nsMsgDBService.openDBFromFile(), and this bug makes it really hard to do that.

Ahh, OK. Scrub that.
For mbox, it looks like everything nsIMsgDatabase.summaryValid requires the mbox file.
It reads the mbox size and timestamp and records them in the folderinfo.
