if the junk mail is not enabled, it should not proposed to have a column "junk status"

You can add a "junk status" column to an account, even if you didn't enable junk
mail control for this account.
Reproducible: Always
Steps to Reproduce:
1. create a new Mail or News account and DO NOT enable junk mail control
Actual Results:
The application proposed a "junk status" column.
Expected Results:
The application should not have proposed a "junk status" column.

Currently, the column configuration is the same for *all* accounts/folders; it
cannot be configured on a per-account basis (bug 148901, if not others...). If
you don't want the column at all, you can turn it off for all.
Even if/when columns can be configured for individual accounts, it would not be
a good idea to prevent displaying the Junk column in the list of available
columns on the dropdown menu, nor to turn the Junk column on or off based on the
setting of the JMC for that account.
I suggest marking this bug Resolved|Invalid.

Even when JMC is off, it's still possible and useful to manually mark messages
as spam using the "junk status" column. Therefore -> Resolved Invalid
