See testcase. The red <div> should be exactly as wide as its (invisible) orthogonal child, and so should be covered by the following green <div>, but it is incorrectly extended by the width of the child's padding.

The broken behavior was fixed in bug 1949151 (along with the similar issue for borders),
so just adding a padding testcase here.
