Steps to reproduce:

I created a tab group, tried to move the tabs.

Actual results:

Clicking on the tab group name doesn't do anything.
Selecting all the tabs in the group and moving them removes the group.

Expected results:

click and drag the group name to move it between the other tabs/groups
