STR:

1. Set a dark color-scheme preference in the "Website appearance" section in Firefox preferences.
2. Visit https://bugzilla.mozilla.org/home and trigger the new cookie banner (I don't know precisely how to trigger it, but I believe we started showing it yesterday).

ACTUAL RESULTS:
The cookier banner is shown with a "light" color-scheme, despite the rest of Bugzilla respecting my dark color-scheme preference.

EXPECTED RESULTS:
The cookie banner should look "dark" for consistency & to respect the user's color-scheme preference.

Still reproducible FWIW. (I just hit this banner again today -- not sure what specifically one needs to do to trigger it -- but it's still bright white even with a dark theme, as shown in comment 0's attached screenshot.)
