Details

Using the "restart to update" prompts fail to install update.

I am running the latest beta (136) on Windows (ARM64). I have seen over this entire beta cycle, maybe longer.

Expected results:
Browser closes, installs update and restarts running the new build.

Actual results:
Browser window closes and immediately reopens, still running the same build. If I close the browser and wait for all processes to close before relaunching, I then see the browser window open, close then reopen running the latest build.
