1951909 - Add telemetry for the Setup Checklist feature

Add telemetry data to capture when each set-up item has been clicked:

• Set as default browser clicked from set-up checklist
• Choose a toolbar placement clicked from set-up checklist
• Select a theme clicked from set-up checklist
• Explore Extensions clicked from set-up checklist
• Create an account clicked from set-up checklist
• Install Search Widget clicked from set-up checklist

Suggestion:
Top level set-up checklist feature with a single metric to capture the clicked item name (can be derived from the enum)
