Right now we show 1 line for shortcut titles.
If a shortcut title does not fit on 1 line, we add an ellipsis.
On hover OR focus, we then increase it to 2 lines, and if it's still not enough we add an ellipsis on the second line now.
There is a request to increase it to 2 lines in all cases, and show an ellipsis if it doesn't fit, and hover and focus do nothing special to the number of lines.
