Steps to reproduce:

0. Have Plex installed with a media library that needs transcoding
1. Turn on HEVC under the Plex transcoding settings
2. Playback a video that needs transcoding

Replicated results on 2 computers, and issue exists at least in 135 and 136.

Actual results:

The video plays with a tiny black bar at the bottom.

Attached screenshot is from PiP against white background.

Expected results:

The video plays without any black bars in the frame and correct aspect ratio.

This works when playing back with x264 instead of HEVC or when using other clients.

It's not a bug in the PiP, the issue shows up in normal playback as well (PiP just used for better screenshot). How to correct this?

Something fixed the issue for me this week, maybe the 138 release?

I had another computer that was still at 137.0.2 = black bar at the bottom, updated to 138.0.1 and the issue is resolved.
