"browser.tabs.inTitlebar" causes entire upper UI to act as a titlebar, not just the top/tabs

Steps to reproduce:
Double-clicking any UI element towards the top (bookmarks toolbar, address bar, tabs, etc) or dragging gives the same functionality as dragging a standard titlebar in Windows. Disabling "browser.tabs.inTitlebar" (setting to "0") negates this bug but makes the UI ugly and wastes screenspace with a vanilla titlebar. Another alternative is to disable "Snap Windows" feature in Windows 11 (or any version that uses this feature), but it only disabled the drag interaction, not the double-click.
Actual results:
The window gets "restored" into a smaller size and starts moving window as well if dragging. Highly susceptible to miss-clicks.
Expected results:
Nothing, as those elements of the UI should not be a titlebar (expect tabs/title bar). Interestingly, this does not trigger on tabs/bookmarks themselves as moving those supersedes "titlebar" interactions or they themselves don't register as such. It only happens with double-clicking/dragging "empty space".
