1952840 - ALT+C as a shortcut no longer works

User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:136.0) Gecko/20100101 Firefox/136.0

Steps to reproduce:

1. Update firefox to v136.
2. Open the extensions page (CTRL + Shift + A).
3. Click on Manage Extension Shortcuts.
4. Assign ALT + C as any shortcut.

I assigned ALT + C as a shortcut for the following extension https://addons.mozilla.org/en-US/firefox/addon/hotkeys-for-tabs-left-right/

But I tried assigning ALT + C to various other extensions shortcuts and the issue persists. This shortcut used to work on v135 and older versions of Firefox.

Actual results:

Pressing ALT + C does nothing.

Expected results:

Pressing ALT + C should trigger the shortcut action.

I can reproduce the ssue on Nightly138.0a1 Windows11.
