Decreasing text size (repeatedly) will loop back to normal text size

If you keep on Decreasing the text size it will eventually wrap back to normal
text size. This does not happen with Increasing. Also, after about 6 decreases,
the fonts stop decreasing, and eventually it wraps around (you have to hit ctrl
- again after it wraps around because not everything does until you hit it again)
Reproducible: Always
Steps to Reproduce:
1. Decrease Text Size 6 times
2. The 7th time it will not decrease anymore. Keep on hitting it about 3-5 more
times until nothing changes anymore.
3. Everything will return back to "normal" size. You can go back by Increasing
Text Size. Fonts will first shrink to nothing and then increase back.
Actual Results:
Fonts decrease up to a certain point, and when attempting to decrease beyond
that point, the fonts resize back to 100%.
Expected Results:
After about 6 decreases, the command should be ignored, or fonts should not be
decreases as is the result with Increasing text size.
