The naming of AboutWelcomeTelemetry is confusing. It implies that this is just for about:welcome, but it's actually the core of most messaging system telemetry, invoked by ASRouterTelemetry.

I think it might actually make the most sense to simply merge it with ASRouterTelemetry. But that's a complicated task. Do it if you can, but a relatively low-hanging fruit is just to rename it to MessagingSystemTelemetry and move it into the asrouter directory.
