Steps to reproduce [can add screenshots or video recordings for reference]:
1.Set to vertical tabs
2. Create a large tab group (i.e 17 tabs)
3. Create a second tab group (i.e 3 tabs)
4. Have 3 ungrouped tabs
5. Select the ungrouped tab at the bottom of the list as the active tab
Expected behavior [What should have happened?]:
Clicking on the group label expands and collapses the group without causing the group label to scroll off the page
Actual behavior [What actually happened?]:
Clicking on the group label to expand/collapse causes the group label to shift out of view if the active tab is at the bottom of the list
